Need help with writing an appeal letter? URGENTT!!!?

To whom it may concern, OR like u rote Dear Sir/madam should be inside the letter,you put their address on the upper left corner & stamp the upper right hand corner of the envelope.You address the front of the envelope like this ATT. John Smith -to the person u want the letter to go to.
