Is this a good introduction paragraph for my essay ?

It sounds more like a body paragraph to me. The only thing that gave it being an intro away is when you said, 'I gathered information on the effectiveness of intergovernmental policies in the United States for the regulation of pollutants." That makes it seem like you're going to tell about the info you gathered but everything before that sounds like a wonderful supporting body paragraph =/
